      Consumers in West Tennessee expect to spend slightly more this year than they did last year and have an improved outlook relative to three months ago. A grocer reported a shift in consumer demand away from products in the middle of the price spectrum toward both high- and low-end products. Because of the historically exclusive nature of utility service territories, the electric industry has been subject to a high degree of governmental regulation. Investor-owned utilities are regulated by the states in which they operate. Municipal utilities are operated by local governments and are overseen by local elected or appointed officials. I. Introduction. Electric industry restructuring is transforming how Americans receive electric power. Twenty-four states have already passed restructuring laws; in many other states restructuring is imminent. 1 Meanwhile, Congress is considering a string of bills that would impose a nationwide mandate to restructure the industry, and few doubt that eventually one of those bills will pass. Some local governments are also experiencing fiscal distress. Legislation enacted in created the Financial Restructuring Board for Local Governments to help struggling municipalities restructure their finances. To date, the Restructuring Board is currently reviewing or has completed reviews for twenty municipalities, and the CWSSI.
